The War on Drugs Is a Failure

The War on Drugs is a campaign of prohibition and foreign military aid and military intervention being undertaken by the United States government, with the assistance of participating countries, intended to both define and reduce the illegal drug trade. More on this topic:

This initiative includes a set of drug policies of the United States that are intended to discourage the production, distribution, and consumption of illegal psychoactive drugs. The term “War on Drugs” was first used by President Richard Nixon in 1971.

On May 13, 2009, Gil Kerlikowske, the current Director of the Office of National Drug Control Policy (ONDCP), signaled that although it did not plan to significantly alter drug enforcement policy, the Obama administration would not use the term “War on Drugs,” as he claims it is “counter-productive”. ONDCP’s view is that “drug addiction is a disease that can be successfully prevented and treated… making drugs more available will make it harder to keep our communities healthy and safe.”(2011) One of the alternatives that Mr Kerlikowske has showcased is Sweden’s Drug Control Policies that combine balanced public health approach and opposition to drug legalization. The prevalence rates for cocaine use in Sweden are barely one-fifth of European neighbors such as the United Kingdom and Spain.

In June 2011, the Global Commission on Drug Policy released a critical report on the War on Drugs, declaring “The global war on drugs has failed, with devastating consequences for individuals and societies around the world. Fifty years after the initiation of the UN Single Convention on Narcotic Drugs, and years after President Nixon launched the US government’s war on drugs, fundamental reforms in national and global drug control policies are urgently needed.” The report was immediately criticized by organizations that oppose a general legalization of drugs.

In 1986, the US Defense Department funded a two-year study by the RAND Corporation, which found that the use of the armed forces to interdict drugs coming into the United States would have little or no effect on cocaine traffic and might, in fact, raise the profits of cocaine cartels and manufacturers. The 175-page study, “Sealing the Borders: The Effects of Increased Military Participation in Drug Interdiction,” was prepared by seven researchers, mathematicians and economists at the National Defense Research Institute, a branch of the RAND, and was released in 1988. The study noted that seven prior studies in the past nine years, including one by the Center for Naval Research and the Office of Technology Assessment, had come to similar conclusions. Interdiction efforts, using current armed forces resources, would have almost no effect on cocaine importation into the United States, the report concluded.

During the early-to-mid-1990s, the Clinton administration ordered and funded a major cocaine policy study, again by RAND. The Rand Drug Policy Research Center study concluded that $3 billion should be switched from federal and local law enforcement to treatment. The report said that treatment is the cheapest way to cut drug use, stating that drug treatment is twenty-three times more effective than the supply-side “war on drugs”.

The National Research Council Committee on Data and Research for Policy on Illegal Drugs published its findings on the efficacy of the drug war. The NRC Committee found that existing studies on efforts to address drug usage and smuggling, from U.S. military operations to eradicate coca fields in Colombia, to domestic drug treatment centers, have all been inconclusive, if the programs have been evaluated at all: “The existing drug-use monitoring systems are strikingly inadequate to support the full range of policy decisions that the nation must make…. It is unconscionable for this country to continue to carry out a public policy of this magnitude and cost without any way of knowing whether and to what extent it is having the desired effect.” The study, though not ignored by the press, was ignored by top-level policymakers, leading Committee Chair Charles Manski to conclude, as one observer notes, that “the drug war has no interest in its own results.”

During alcohol prohibition, the period from 1920 to 1933, alcohol use initially fell but began to increase as early as 1922. It has been extrapolated that even if prohibition had not been repealed in 1933, alcohol consumption would have quickly surpassed pre-prohibition levels. One argument against the War on Drugs is that it uses similar measures as Prohibition and is no more effective.

    That whole "weed is a gateway drug" statement is so played out now. I doubt anybody believes that now. One could say I started out drinking milk as a baby and moved on to alcohol as I got older. Milk was a gateway liquid . I’ve smoke weed for years and never though ghee, I think I should move on to crack. And ppl who talk down on marijuana are mostly ppl who have no experience with marijuana. And only go by what the govt., school teachers and cops have drilled in their heads since childhood.

    These guys are trying to be informed and cool.  Our culture, our reasons to use drugs, and the use of ‘the people’, as if we ALL take the same drug, the same way, this discussion goes nowhere.  People been using Opium since 10,000 years ago, so these guys are ‘tracing it back to Civil War vets’ as the first addicts.  Morphine Civil War addicts.  Guys?  In China, the poppy was being used B.C. and coke, morphine, Xanax = this stuff is GROWING in popularity and to say we have a War on Drugs?  What BS.  "The whole country is on LSD in the 60s"  C’mon.  People like to get high, so these guys are enlightening us about opium dens.  We have NO jobs or low-paying crap jobs, so the want to escape this hell-hole daily routine is not unusual.  You could take all the drugs on the planet, remove them, and people will STILL create a way to get high from a new plant, a new method, a new elixir, people will find the way. OR, A WAY.  So, smoke some herb, THEN talk about this drug problem – RXed drugs are for chronic pain patients – and, if someone wants to try them, they will.  Pain, mental or physical, is here and relief is here.  There are a few naive people who end up dying from ignorance, so don’t blame RX drugs, blame the people misusing them.  Trapped, emotionally drained, all these reasons are only the tip of the issue – the testing of DMT and LSD, several scientists have suggested that these drugs can open up a human all the way to the sub-conscience, and can be useful.  And, of course, a few people will abuse any & RX drugs to escape their reality of having a shit life. 

    These guys need to get ‘dependency & addiction’ separated correctly.  A chronic pain patient, who takes Pain killers to improve their life, remove pain, they use them correctly and their lives are better.  The people who use RX drugs or other drugs like coke, meth, and Ecstasy?  They have no need for any of these drugs (other than to escape mentally) and they are Addicts.  Addiction vs. dependency is easy – CP users have a real reason to take PKs and become dependent on the meds – Addicts do NOT have a medical issue.  And, that is the difference.  After a decade of taking something for pain for an incurable disease, you understand how to use these RX drugs as a responsible person, with urine tests and tough restrictions.  So, this is an OLD video, and it’s not the TODAY discussion of a War on Drugs.  In fact, Big Pharma lobbies daily to implement the new drugs they have discovered, most all SAFE IF used in a correct dosage, the intended use of these drugs WORK, and to say that there are less drug users today is just not right.  Wrong. 

    Since this video, there are 100s of new ways to get F’ed Up.  So, since this War has gone on, one side is losing huge and the other side is still using non-RX drugs and plenty of RX drugs.  If a person is not responsible, then they are the Addicts.  ALL the tough rules on Scheduled drugs is because of the ‘abusers’, and the new laws and Urine tests are a way to weed out these abusers and not penalize those who need PK’s for a better life.  So, sticking a needle in your arm is frowned upon – taking a pill (which is the same drug, different delivery system) is, if RXed, alright in society’s view.  The ability to deal with pain has improved, more info and meds that work, that are SAFE – IF used, dosed correctly.  Like booze, you will always have a few that will take MORE and more and more until they die.  RX drugs don’t kill you if used properly – dosed correctly – and monitored by a Pain Dr.  They treat people with chronic pain and Psychologists treat the mental side for anxiety, depression with Xanax, Valium and others.  Patients get treated and RXed meds for these issues.  Rec users, party time users, they get these RX drugs and do NO research, NO study on how they work, and drink, get drunk, then take a strong Scheduled drug.  Then, some die.  It’s like trying to fly a 747 with NO experience – most can’t do it.  Only responsible use will work – to use these RX drugs to escape or get higher than the moon?  You better make sure you understand the drug, it’s effects, interactions with other substances, and KNOW what you are doing.  Because so many do NOT do this – they end up dead – then the responsible patients who are RXed these meds for a PURPOSE, they have to dance and jump thru hoops, showing they can take scheduled drugs for pain, anxiety on a schedule, correct dosage, and their urine tests will show correct use – even tho dependency will occur – it sure beats living with pain.  To ESCAPE your crap situation with booze or street drugs or RX drugs, then you need another way to live – once you start down this road, you are on a one way street – no U turns – so by seeing both a Pain Dr AND a Psychologist, you make sure you are not dealing with mental issues vs. pain and pain-related issues vs. life situations, emotional pain, and don’t have a need, a disease, an injury that determines the RXing of a strong med to help you – or, if depressed, anxious, a RX med to help with your mental issues.  SELF-DIAGNOSE?  You are asking for trouble – or as these guys are still talking about – OD, death, or Addiction – which is a disease in itself.  And, this bearded guy’s solution for treating Addiction is TOTALLY wrong!  Put them in a box for 5 days?  Are you shitting me?  More like 5 MONTHS, or longer psychologically.  Thus, the huge failure to rehab addicts – this isn’t dogs or rats – this is people and there are now ways (since this OLD video) to help wean off via Suboxone and other ways for addicts to not have to suffer the withdrawal hell from pain or anxiety meds.

    this was EXCELLENT! but a bit too long. they covered all the addictions known. many, many destructive addictions that people turn to that the elite don’t want mentioned; work, shopping, materialism, greed, sex. these are all addictions that do more harm to society than the illegal drugs that the elite destroy people’s lives over. you have to stop and ask yourselves – why is pot, gambling and even prostitution becoming legal; why now? pot, though, IS NOT physically addictive. but people can become psychologically dependent on it. but NO ONE ever died from an overdose of pot! but one negative effect pot does have is it can make people apathetic and compliant. smoking pot EVERYDAY has a horrible effect on you. so question why pot is becoming legal – NOW! one mistake though. cigarettes FON’T cause cancer. its time this insane belief perpetrated by the fascist anti-smoking lobby be exposed and thrown on the trash heap where it belongs!
